Constitution of the Board
The Apex Board is headed by Director General Ordnance Factories (DGOF) as Chairman and has 9 Members in the rank of Additional DGOF. Ordnance Factories are divided into 5 operating divisions, depending upon the type of the main products/technologies employed. These are :
Each of the above group of factories is headed by a Member/Additional DGOF. The four remaining Members are responsible for staff functions, viz Personnel (Per), Finance(Fin), Planning & Material Management (P&MM), Technical Services (TS) and they operate from Kolkata.
DGOF & Chairman, OFB
Name : Hari Mohan
Shri Hari Mohan, I.O.F.S. has taken over charge as Chairman of Ordnance Factory Board w.e.f. 1st December 2019 from Shri Saurabh Kumar, I.O.F.S. who superannuated from services. A 1982 batch officer of the Indian Ordnance Factories’ Service with Post Graduate Degree in Mechanical Engineering, he had been a topper of University of Allahabad & University of Pune; while obtaining his Bachelor & Masters in Mechanical Engineering. Further, he holds an M. Phil in Public Administration. In a career spanning 39 years, he has contributed significantly in various positions in BHEL Hardwar, Vehicle Factory Jabalpur, Engine Factory Avadi, Heavy Vehicle Factory Avadi, Ammunition Factory Khadki, Ordnance Factory Bolangir, Ordnance Factory Chanda, Ordnance Factory Dehu Road, OFB New Delhi Office & Ministry of Steel & Mines. He has versatile experience in the field of manufacture of Armoured Vehicles, Artillery, Tank and Ammunition, Small Arms Ammunition, Projects Management and Corporate Governance, among other areas. He has made significant contributions in improving the production of Armoured Fighting Vehicles like Ajeya Tanks, MBT Arjun, Bridge Layer and Trawls Tanks. Shri Hari Mohan made significant contribution to the modernisation of steel plants of the Steel Authority of India limited (SAIL) during his tenure in ministry of steel and mines. During his 39 years of career, Shri Hari Mohan has visited Vietnam, Japan, Russia, Australia, New Zealand, Thailand, South Korea, Singapore, Malaysia, Indonesia, France, Italy, Switzerland & Nepal during various tours/delegations / assignments. Shri Hari Mohan has held various senior positions as General Manager, Dehu Road (Pune, Senior General Manager, Heavy Vehicles Factory, Avadi (HVF, Chennai). He was also awarded the ‘Ayudh Ratna’ award in 2018 for his services at the HVF. Before taking over as DGOF and Chairman, he was holding charge as Member of the OFB and was in charge of the Weapons, Vehicles and Equipment (WV&E) division of the OFB.
Name : C S Vishwakarma
Shri C.S. Vishwakarma, IOFS has assumed the charge as Member/OFB, Kolkata on 2nd July 2018 and subsequently has taken over as Addl. DGOF, Armoured Vehicles HQrs, Avadi on 5th July 2018. In his 34 years' career since 1984, Shri C.S.Vishwakarma has made significant contribution in various capacities while posted at Gun Carriage Factory Jabalpur, Ordnance Factory Trichy, Ordnance Factory Dehradun, Ordnance Factory Kanpur, Ammunition Factory Khadki and Machine Tool Prototype Factory, OEF HQrs amongst other places.
Member/Export & Marketing, additional charge of P&MM, M&C, TS & Engg
Name : Arun Kumar Jain
Shri Arun Kumar Jain, I.O.F.S. has taken over as Addl. DGOF & Member/Export & Marketing, Ordnance Factory Board with effect from 04 July, 2018. After having a Masters in Civil Engineering, Shri Jain joined Indian Ordnance Factories in 1984. In his 34 years' career, he has made significant contribution in various capacities at Ordnance Factory Kanpur, Ordnance Factory Khamaria, Ordnance Factory Ambajhari, Opto Electronics Factory from Green Field Opto Project & Heavy Alloy Penetrating Project. He has also led the team at Engine Factory Avadi as General Manager.
Name : R K Arora
Shri R. K. Arora holds a B. Tech. degree in Mechanical Engineering from IIT Kanpur, and M. Tech. in Thermal Engineering from IIT Delhi. He has vast experience in the areas of financial policy, accounting, audit, budget, procurement and personnel matters.
He held prestigious assignments in Government of India as Additional Secretary in UPSC, Finance Manager (Air) in Acquisition Wing of MoD and Director in Ministry of Finance, besides having worked as IFA in HQ Central Command of Indian Army, HQ Training Command (IAF), HQ Indian Coast Guard, and also in various field offices of Defence Accounts Department under CGDA. He represented Govt. of India in high level delegations to USA, France, Italy and New Zealand etc.
Being an expert of Public Procurement, he was in the distinguished panel of guest speakers in the ‘International Seminar on Defence Acquisition’ organised by IDSA in 2011 and also published a paper in the Seminar. He is a guest faculty for sessions on public procurement in various eminent training Institutions of Indian Army, IAF and CGDA.
Name : Vivek C Verma
Shri Vivek C. Verma, an IOFS Officer of 1991 Batch, joined the Ordnance Factories’ organisation on 7th April 1992. He did his B. Tech in Mechanical Engineering from Institute of Engineering and Technology, Lucknow and M. Tech in Design Engineering from Indian Institute of Technology, Delhi.
His first permanent posting was at Vehicle Factory Jabalpur from July 1993 to May 2005. He specialized in engine technology and was project officer for establishing manufacture of new generation vehicles at VFJ.
He proceeded on deputation in Ministry of Defence (Directorate of Planning & Co-ordination), New Delhi from June, 2005 to May 2009 where he contributed in government initiatives towards Military Technical Cooperation on Land systems.
After successful completion of deputation, he was posted to OFC as Joint General Manager. His thrust area was manufacture of Large Calibre Ordnance. He played a pivotal role in development and manufacture of Ordnance for Dhanush and 130/155mm Upgun.
In May, 2017, he joined OFB HQ, Kolkata and was posted as Director/Board Secretariat.
From 6th Dec 2017, he has assumed the responsibility of Secretary/OFB.
He has travelled widely across the globe contributing towards military cooperation with various countries. He has earned several accolades and in 2013 was awarded the Best Manager in All Ordnance Factories by OFB.
